CCPIT Spokesperson Comments on EU’s Adoption by Vote of Draft Definitive Findings of Anti-subsidy Investigation into China-made BEV Imports

On October 4, representatives of European Union (EU) member states voted to adopt the draft definitive findings of an anti-subsidy investigation into imports of battery electric vehicles (BEVs) submitted by the European Commission, which proposes to impose definitive countervailing duties on BEVs originating in China. The spokesperson for the China Council for the Promotion of International Trade (CCPIT) commented on this issue.

The Chinese business community has been closely following the Commission’s anti-subsidy investigation against imports of China-made BEVs. They have fully expressed their opinions at all stages of the investigation, from initiation, preliminary determination to final determination, making clear their unequivocal attitude and stance. We firmly oppose the EU’s disregard for the robust momentum of booming China-EU cooperation in the BEV industry. We firmly oppose the EU turning a blind eye to relevant facts and investigation rules and refusing to rectify its erroneous findings. We firmly oppose the EU’s imposition of countervailing duties on imports of Chinese BEVs.

Chinese enterprises in the BEV industry have been cooperating with the Commission’s investigation with the utmost sincerity, in the hope that the economic and trade disputes between China and the EU over BEVs can be properly resolved under the WTO rules through price undertakings, among other means. Deepening China-EU cooperation in the BEV industry is in the interest of EU consumers, facilitates the innovative development of the global BEV industry, and will make important contributions to the global response to climate change and green low-carbon development. Recently, the CCPIT has organized several visits of Chinese business delegations to Europe where entrepreneurs had extensive and in-depth exchanges with the European business community. There was a unanimous call for respect for market principles and the spirit of contract, and opposition to trade protectionism, so as to safeguard the interests of enterprises of both sides and keep global industrial and supply chains, including those of the BEV industry, stable and unfettered.

The CCPIT and the China Chamber of International Commerce (CCOIC) will pay close attention to the development of the investigation. We will actively support the EU and China in continuing to properly handle differences and frictions through dialogue and consultation, and reach a solution that serves the shared interest of both sides and conforms to the WTO rules as soon as possible. On top of that, we will promote the sound and steady development of China-EU economic and trade relations. Staying true to the founding mission of serving Chinese and foreign enterprises, we will ramp up exchanges and cooperation with business communities across the world, including those in the EU, for mutual benefit and win-win outcomes, bringing more stability and positive energy to world economic development.
